Notebook edits now pass a permission check before the notebook is touched

The NotebookEdit tool is how Claude changes Jupyter notebooks, which are files that mix code, text and results. It now runs a permission check before it reads or writes anything. If the check returns an error, the edit stops there and you see that error. The notebook is left untouched.
