Unclear It is not clear whether notebooks in other text encodings are still refused, or only files that are not text at all.
What
NotebookEdit is the tool Claude uses to edit Jupyter notebooks. Its refusal for files it cannot safely edit now rests on a different check: whether reading the file found it was not text. Before, it refused based on whether decoding the file lost characters. In this case it returns its own specific message.
Why
The error you or Claude see when a notebook cannot be read as text is different from before.
