What
A skill is a set of instructions Claude Code can use, kept in a file named SKILL.md. When Claude proposes a skill that would replace one you already have, it is now shown that skill's current SKILL.md with line numbers.
Some skills get a refusal message instead:
skills that are switched off
skills whose file cannot be read
skills whose file is too long
Claude is also told to propose a new skill under a different name only if you want that.
Why
This guards against a proposal quietly overwriting a skill you already have, because Claude sees what is there before suggesting a change.
