Unclear What the extra option on the upload request does is not known.
The remote settings that control attachment uploads keep the same fallbacks, which are the values used when the server sends nothing. That includes two sends allowed for an upload. The code around them was rewritten, and the upload request now carries one extra option.
One of these settings, tengu_deep_plum, was compiled on by default in v2.1.318.
Upload limits behave as before unless they are changed remotely.
