What
A tool call is when Claude asks to run one of its tools. Claude Code can now mark a request as allowing no tool calls. This happens in these cases:
- The tool list includes server-side tools (tools that run on Anthropic's servers) that have no input description
- The code making the request asks for it
- The tool list could not be read, in which case an error is also logged
Why
On the requests where it applies, Claude cannot call tools.
