What
Claude Code has an optional path that sends the descriptions of its tools to the model from a saved copy of an earlier prompt, instead of building them again for each request. That path is controlled by the server-side switch tengu_binary_balloon, which falls back to off when the server sends nothing.
The part that keeps a record of this for each session now also counts how many entries it built. The flag server returned off for this site's account and for the anonymous baseline; no reading has been taken under this release yet.
Why
This is a small addition to a feature that is off unless it is switched on remotely. Nothing changes for you while it stays off.

tengu_binary_balloonOff in both readings
The flag server returned off for the account this site reads and for the anonymous baseline. A reading of off cannot rule out a rollout these two readings sit outside of.

These values were read against a different version of Claude Code, so treat them as the nearest reading available instead of one taken on this release.
