Unclear The second condition that must hold before the server minimum applies is not known.

What

The skill listing is the list of available skills, with their descriptions, that Claude Code shows to Claude. It gets a limited number of characters. That limit used to be worked out only from the size of the model's context window (how much text it can hold at once) and the skillListingBudgetFraction setting. It can now also have a minimum that comes from the server.

  • The minimum applies only when skillListingBudgetFraction is not set, and only when another internal condition is also met.
  • The minimum is capped, so the server cannot raise it without limit.
  • When the server sends nothing, the minimum is 0, which means no change.
  • The SLASH_COMMAND_TOOL_CHAR_BUDGET environment variable still overrides the whole limit when you set it.
Why

When the server raises the minimum, the skill listing can fit more skills before descriptions are shortened or left out. If you want to control the size yourself, skillListingBudgetFraction or SLASH_COMMAND_TOOL_CHAR_BUDGET still take priority.
