Unclear Nothing shows how this setting is switched on or what events it produces.

What

Hooks are your own scripts that Claude Code runs at set moments. UserPromptSubmit is the hook that runs when a prompt is submitted. Claude Code's hook settings gained a field, userPromptSubmitStartAndEndEnabled, which defaults to false. Its name suggests separate start and end events for UserPromptSubmit.

Why

It points to prompt-submission hooks that could run at the start and the end of handling a prompt.
