What

When Claude Code reads a file, it now refuses paths that name a device or process file, such as the special files under /proc on Linux. It also refuses paths it cannot resolve, because it cannot tell them apart from such files. Before, a path that failed to resolve was passed over silently. The refusal comes with a message saying the path names, or cannot be told apart from, a device or process file the tool does not read.

Why

Some paths that used to be read may now be refused, for example a shortcut that points nowhere. The message tells you why.
