What
Claude Code has two new explanatory messages for a wake that fetches no rollout switch. A rollout switch is a remotely controlled on/off setting. The messages describe how skills (packaged instructions Claude can use) and plugins (add-ons that extend Claude Code) are loaded in that case:
Organization skills and plugins: load straight away.
Personal skills and plugins: load once the organization's settings have been read.
Personal skills and plugins when the organization's settings cannot be read: left out for that wake.
Before this, the only reasons Claude Code could give were that the switch was saved as off or that it went unanswered.
Why
These messages describe a loading rule that is changing. If your personal skills or plugins are missing from a wake, the message can tell you that the organization's settings could not be read.
