What
Some plugins (add-on packages) ship hook modules, code that runs at set moments. Their loading is controlled by a rollout switch. Before, the only message when they did not load said the switch was off. There is now a separate message for when the switch has not been answered yet, saying built-in plugins load regardless.
Why
Hook modules from plugins you installed may only be held back for now, not refused.
