A rollout switch is a remotely controlled on\/off setting. The messages describe how skills (packaged instructions Claude can use) and plugins (add-ons that extend Claude Code) are loaded in that case:\n\n- Organization skills and plugins: load straight away.\n\n- Personal skills and plugins: load once the organization's settings have been read.\n\n- Personal skills and plugins when the organization's settings cannot be read: left out for that wake.\n\nBefore this, the only reasons Claude Code could give were that the switch was saved as off or that it went unanswered.\n\n**Why**\n\nThese messages describe a loading rule that is changing.
