Unclear Which extra Artifacts actions are now refused is not stated.
What
Plan mode is where Claude works out a plan for you to approve before it makes changes. Some sessions cannot show you permission prompts at all, for example when nobody is watching.
In that situation Claude Code already refused Artifacts calls that named an artifact. It now refuses an extra set of Artifacts actions too. The reason shown has changed to "This session cannot show prompts in plan mode, so this Artifacts call can run only after the plan is approved".
Why
Unattended plan mode sessions are slightly stricter, and the new reason says plainly that the call can run once the plan is approved.
