In Cowork, some actions are refused because they would need someone to approve them on an approval card and nobody is there to answer. The message now reads "doesn't run here, where no one can answer an approval card" instead of saying the action needs the approval card and no one can answer it.
More actions now go through this check without needing a target.
Why
The wording is clearer, and slightly more actions are now covered by the refusal.
