What
Claude Code can now build a message saying that a remote target refused a tool request, giving a reason. It says "Nothing ran for this request." and advises whether to try again. Reasons include a request that was too large, badly formed, or not honoured. Nothing uses this message yet.
Why
This prepares a clearer message for when a remote tool request is refused.
