Feature flag results are re-saved less often, and flags can be fetched while signed out

Claude Code gets some feature flags from Anthropic's servers. Feature flags are remote switches that turn parts of the app on or off. Before, Claude Code skipped saving a flag result that had not changed only when CLAUDE_CODE_REMOTE was set. It now also skips it under one more condition.

There is also a new option for fetching these flags while you are signed out. When that option is used cannot be seen in this release.
