What
A skill is a saved set of instructions Claude can use for a kind of task. When Claude proposes an improvement to a skill that is not currently listed, the message it gets back now adds a case. If that skill was proposed as new earlier and never saved, Claude should call again with kind "new" under the same name. Before, it was only told to try once more and then tell you if the skill was still missing.
Why
This stops skill proposals from ending at a dead end when the skill simply was never saved.
