What
Plugins are add-on packages that extend Claude Code. When the active plugins are refreshed, Claude Code normally clears its stored copies and loads everything again.
With CLAUDE_CODE_CCR_ONE_PLUGIN_LOAD_PER_RELOAD set, and plugins not set to install synchronously, the refresh skips clearing those stored copies and starts one shared plugin load instead.
Why
This is aimed at making plugin reloads faster in cloud sessions.
