What
Claude Code uses a set of instructions to decide what state an agent is in, for example whether it is done or blocked. Those instructions now include an exception for work handed over for your own merge or review. If a pull request (a proposed set of code changes) is finished and the only thing left is for you to merge or review it, the agent's state is "done" rather than "blocked".
Why
An agent running in the background that has finished its pull request and is only waiting on you no longer looks stuck. You can tell finished work apart from work that really needs help to continue.
