What
A tool call is an action Claude asks to run, such as a command or a file edit. When one is rejected, Claude Code sends Claude a message saying so. That message used to be the same every time. When the reason is a remote cancel and a further condition holds, Claude Code now sends a different message.
Why
Claude sees different text when an action is cancelled remotely, so it can tell that case apart.
