What
The box where you type your prompt can be decorated, for example by colouring parts of the text. It used to hold one set of decorations. It can now hold several named layers, and each layer can be added or removed on its own, so different features can decorate the input without disturbing one another.
Why
This is groundwork for marking things up inside the prompt as you type. Nothing new is visible yet.
