What
Claude Code now keeps a record, for each account, of when you last answered the Consumer Terms question. If the server reports that this account answered recently, Claude Code does not ask again.
The account is identified by its account ID. That ID can come from the CLAUDE_CODE_ACCOUNT_UUID environment variable, which is a value set in your shell before Claude Code starts.
Why
You should see the Consumer Terms prompt less often, because a recent answer on the same account is honoured instead of being asked for again.
