Settings dialog keeps the right row locked while you search

What
Two small changes in the settings dialog:
- The lock on the selected row is now tied to what you have typed in the search box, so a row picked under an earlier search no longer stays locked.
- The short text explaining why a setting is locked is no longer shown on the row itself when the area at the bottom of the dialog is showing.
Why
These are minor display changes. Searching should no longer leave a stale row selected, and the dialog has more room when the bottom area is open.
