Enough sessions have passed since it was last shown.

The experiment can give different answers. In the holdout group the tip never shows. In the after-long-turn group it shows only after a turn where Claude used enough tools. Any other answer shows it.
Before, the tip waited 15 sessions between showings and did not check the setting or an experiment.
Why
Turning spinner tips off now also hides this tip. Whether you see it otherwise depends on which experiment group your account is in.
