What
The privacy settings dialog loads two pieces of information before it opens. If the second one fails to load, the dialog now closes without saying anything. Before, it opened anyway and treated the missing part as empty.
Why
The dialog may now fail to appear in more cases. If it opens and closes straight away, a failed load is the likely reason, and trying again later may help.
