Rate-limit reset now checks whether the limit was actually lifted

After you use a rate-limit reset, Claude Code now reads your rate-limit status again to see whether the reset worked. Before, it showed a fixed success message without checking. If the limit still applies after the reset, you see a different message instead of the success text.

Claude Code also records the result of this check. It notes whether the limit still applies, applies somewhere else, has been lifted, or could not be read.
