Deferred tools are tools whose full descriptions are only loaded when needed, to save space in the conversation. When the set of these tools changes, Claude Code tells the model which ones were added. Tools that are already loaded are no longer listed again as added, and the update reports which tools are already loaded.
Why
The same tools are not described to the model over and over. That leaves more of the conversation's limited space for your actual work.
