In cloud sessions, a polling loop can send hints about starting new agents to hooks, which are commands that run when certain events happen. After sending hints, the loop now waits for those hooks to finish, up to a time window, before it checks again. If the last hook run already took longer than the window, it skips the wait. Before, it only waited the minimum gap between polls.
