What
A cloud session is a Claude Code session that runs on remote machines instead of your own computer. When you start one, it keeps the deny list (the list of tools it may not use) it was created with. If you try to change that list with a flag on an existing cloud session, Claude Code shows an error. That error used to be written out in place, saying a flag cannot change an existing cloud session, which keeps the deny list it was created with. It is now produced by a shared function.
Why
The situation that triggers the error is the same. The exact wording of the message may differ from before.
