What
Agents, separate Claude workers that handle parts of a job, can see a list of the other agents running alongside them. That list used to always say that messaging other agents was available. When the agent asking for the list is not able to send messages, that line is now left out and a notice is shown instead. For agents that can send, the list is unchanged.
Why
Subagents, agents started by another agent, that cannot send messages are no longer told they can.
