What
A background shell is a terminal command Claude started that keeps running while Claude does other things. When Claude Code decides whether a session can wind down and finish, it can now be told to hold off while background shells are still running. A session can also now record a pending wakeup, and the queue of work counts itself as busy while it is still gathering input.
Why
In practice, a session running without an interactive screen may wait for background commands to finish instead of ending while they are still going.
