Claude Code keeps a saved copy of the plugin directory, the catalog of plugins it fetches from a marketplace. When a refresh of that catalog left out a listing, the listing used to be dropped from the saved copy.
Now, if one of your installed plugins uses that listing, Claude Code keeps it and records when it first went missing. The listing stays, and the plugin still loads, until a later refresh at least a set amount of time after the first miss also leaves it out. Only then is it dropped.
Refreshes of the catalog also now send an extra option with the request and notice when the same listing appears twice.
Why
A single unreliable answer from the directory no longer makes plugins you have installed disappear.
