When a refresh of that catalog left out a listing, the listing used to be dropped from the saved copy.\n\nNow, if one of your installed plugins uses that listing, Claude Code keeps it and records when it first went missing. The listing stays, and the plugin still loads, until a later refresh at least a set amount of time after the first miss also leaves it out.
