Skills are reusable instructions Claude Code can load, and plugins are add-ons that bundle them. When Claude Code lists skills or plugin entries to sync them, it now says whether this is happening at startup. The plugin sync response now also includes a degraded field when it is set, meaning the sync reported it was not fully working.
