What
Skills are reusable instructions Claude Code can load, and it can sync them at startup. The diagnostic records it keeps about that sync now include how long listing the skills took. At startup they also record how long it took before your first message was allowed through.
Why
This changes nothing you see. It measures how much the skills sync delays your first message.
