Claude Code fetches policy limits and remote settings from Anthropic, and these requests need a credential. Before, when there was no sign-in token or API key, the request stopped with "No API key available". Now it can fall back to a bearer token (a credential sent along with each request) taken from the environment.
The fallback applies only under certain conditions, including not using ANTHROPIC_UNIX_SOCKET. A remotely controlled switch can skip it.
Setups that only provide a token, with no API key, can now reach policy limits, which affects whether an organization's managed policies are applied.
