Artifact size error now explains how to publish large file sets in parts

Artifacts have two size limits: a total for one publish, and a larger total for one version. When a publish goes over the per-publish total, the error Claude gets now tells it to publish files up to that limit now and the rest in another publish to the same URL. It also states the per-version limit. Before, the message treated the limit as a cap on the whole version.
