Workflow agents judge their hand-back differently

Workflow agents are agents that run a step of a larger workflow and then hand their work back. When reviewing that hand-back, Claude Code now looks at the position of every other tool call (each action the agent took), instead of only the time of the last one. It uses this to judge whether the hand-back was refused or the final response was proper.
