Unclear What the list items are, and what the switch changes for a user, is not known.
Claude Code builds a short internal list when a certain check passes. One item is always in it. A second item is added only when the server switch tengu_quiet_turnstile is also on. If the server sends nothing for that switch, it counts as on.
Because the switch falls back to on, the extra item is included unless it is switched off remotely.
