Fleet view panels size and cut long text by counting wrapped lines
The fleet view's output, needs and detail panels now measure wrapped lines, cut over-long text with a dim marker and drop colour codes unless an option is on

What
The fleet view's output, needs and detail panels now work out how many lines their text takes once it wraps to the panel's width. Before, their height was estimated from the number of characters.
Text that is too long is cut off and marked with a dim truncation.
Colour and formatting codes in the text are removed unless a particular option is on.
Why
This is a display fix, so these panels should fit their text more accurately.
