Remote Control reconnects right away after your computer wakes up

Remote Control keeps a live connection open between Claude Code and a Remote Control app. Before, when that connection seemed to have stopped, Claude Code always reconnected the normal way, waiting longer between each retry. Now, when the process looks like it was paused or asleep, it reopens the connection immediately with no wait.

This covers timers that fire late because the computer slept, and a notice from the check that watches for a stalled connection. Claude Code logs a line saying it is reconnecting with no backoff and sends a usage event.
