What

A cloud session is a Claude Code session that runs on Anthropic's servers instead of your computer. While one is being created, Claude Code steps through a checklist. When creation does not succeed, the checklist used to record it as create_failed every time. It now records create_refused when the request was refused, and keeps create_failed for other failures.

Why

A refused request and a broken one are different problems. Keeping them apart makes it clearer whether the service said no or something went wrong.
