What

A background task is a shell command or monitor that keeps running while you carry on. Its details dialog shows a Runtime row. That row used to show the time from start to end, or to now if still running. It now leaves out any time the task spent paused, and updates once a second while the task runs.

Why

The runtime shown is closer to how long the task actually spent running.
