Promo credit check stores less about when it asked and more about the offer

What

Claude Code checks whether your account has a promotional credit. What it saves for that check has changed:

• The saved promoCreditCheck now keeps its existing entry and only updates askedAtMs when the login matches. Otherwise it stores just the login and askedAtMs. The cached answer is no longer reset here.
• The wattle_ember credit answer now stores usedUpNotice, approachingNotice, approachingPercent, lastPeriod, offerEndsAt, label and coveredModels. Before, it held only atMs, open and endsAt.
• Usage data now records whether there is a credit and whether it is used up or approaching its limit.

Why

The app can now show a notice when your promo credit is used up or close to running out, and the check may re-ask less often since the saved answer is kept.
