Cloud workflow runs appear in the background task footer and panel

What

Background tasks are jobs Claude Code keeps running while you work, shown in a small pill in the footer and in a task panel. Workflow runs that happen remotely, in the cloud, are now part of this:

• When the view is enabled, the task panel lists remote workflow runs, not only local ones. Opening one shows its details with an isCloudRun flag.
• Size warnings now apply only to local workflows.
• The footer pill now counts remote background tasks and, when a check returns true, leaves out local_workflow tasks. Before, it filtered out only ambient tasks and in-process teammate tasks.
• The footer only watches the task list when remote tasks or workflow runs exist.
• New helpers format remote workflow runs and clear the workflows footer selection.

Why

Workflows running in the cloud become visible and selectable from the same places as local ones, so the count in the footer and the list in the panel may look different from before.
