What
When the server turns down a sign-in or access request, Claude Code sorts the refusal into a category. One category is "not entitled", meaning your account is not allowed to use what was asked for. That category now covers more error codes. Claude Code checks two sets of error codes instead of one, plus a set of status codes.
Why
More access failures are reported as your account not being entitled, rather than as a general error.
