What
The SDK lets programs drive Claude Code, and headless use runs it without the interactive screen. In both, signing in now stops with an explicit message when your organization's managed settings, which an administrator sets for everyone, cannot be used. There are three cases:
Refused: "Login blocked: Anthropic refused this organization's policy or managed settings for this sign-in"
Not loaded in the mode Claude Code was launched in
Unavailable: "Login blocked: your organization's policy and managed settings could not be loaded, and the organization requires them before a session can start."
Why
People in organizations that manage Claude Code centrally now get a clear reason when sign-in fails, instead of a silent failure.
