Edit and Write now run an extra permission check before changing a file

Edit and Write are the tools Claude Code uses to change and create files. Before, only one permission check ran before they touched a file. Both now run a second check against your permissions and the file's full path. If that check objects, the tool stops with its message and nothing is written. It runs before any of the tool's other work, including staging a change for review.
