What
In headless mode, where Claude Code runs without an interactive screen, a single turn can block certain tools. Claude Code now resets that list at the start of each turn, records which tools the turn blocks, and notes whether the conversation is new. It also decides whether a blocked tool can simply be left out, which for a new conversation depends on another check.
Why
This changes how tools blocked for a turn interact with tools that load only when needed and with the cost of reusing earlier context.
