What
Some Claude Code features call environment-management endpoints, which are server addresses used to manage environments. These endpoints require you to be signed in with claude login. An API key set in ANTHROPIC_API_KEY is not accepted.
The error for this case has been reworked. The old inline text read "Not logged in. Environment-management endpoints require the operator OAuth session" and told you to run claude login. That text is now a message stored in a shared variable instead of being written in place. Its wording still says these endpoints need the operator OAuth session, which is the sign-in made with claude login, and that ANTHROPIC_API_KEY will not work. The exact final wording may have changed.
Why
If you use an API key and one of these features fails with a not-logged-in error, the fix is to run claude login. Setting the key will not help.
